This is the UK government鈥檚 response to the data intermediaries call for evidence held between 17 March 2025 and 12 May 2025. It provides a high-level summary of the key themes identified through thematic analysis of the responses and intended next steps.
We received 59 full responses to the call for evidence, including:
- 46 responses received through Qualtrics (the survey platform used to collect responses)
- 13 responses received by email
Responses came from a wide range of stakeholders including:
- data intermediary organisations
- data holders
- businesses, academia and research institutes
- law firms
- various other parties

Call for evidence description
Data Intermediaries is a term that refers to a range of organisations that facilitate data access and exchange on behalf of, or for the benefit of individuals.
While some data intermediary models聽are already operating, many remain theoretical. Through engagement with businesses, research organisations and other bodies, it has been highlighted that a range of barriers exist to the development of data intermediaries in the UK and the potential consumer, citizen and economic benefits different models could bring.聽
The government is committed to enhancing data access for businesses and individuals.
This call for evidence will consider:
- the reasons for the limited exercise of some data subject rights, like data portability
- the nature and scope of data intermediaries鈥 activities, and a proposed taxonomy
- critical success factors for intermediaries reaching full potential, and potential barriers preventing their activities
- risk factors associated with third-party exercise of data subject rights
