Andrew Hood, the UK Prime Minister鈥檚 Legal Adviser, spoke on rule of law and the Magna Carta at the 17th King Prajadhipok鈥檚 Institute Congress on 6 November. Her Royal Highness Princess Bajrakitiyabha presided over the opening ceremony of the Congress, whose theme this year was Rule of Law and Democracy .

Andrew Hood is a barrister at the Bar of England and Wales and, as well as working for the Prime Minister, is also Head of International and EU Law at the Attorney General鈥檚 Office. Before joining Government service Andrew Hood was a judicial assistant (a law clerk) in the UK Supreme Court and a tutor of constitutional law at King鈥檚 College London.

Andrew鈥檚 visit to Bangkok was funded by the UK Government鈥檚 Magna Carta Partnerships fund, which supports the sharing of UK legal and parliamentary experience and expertise with countries in transition or crisis. The fund was launched by Foreign Office Minister Baroness Anelay on 15 September to mark the International Day of Democracy and the 800th anniversary of the Magna Carta, which has played a key role in the formation of democracy around the world.

The UK Government believes that strong democratic institutions and accountable government, which uphold universal rights and the rule of law, are key building blocks for secure and prosperous states. That is why the UK supports democracy around the world through country-specific support and by working with regional organisations (the EU, the AU, the OSCE, the Council of Europe and the Commonwealth) to strengthen their democracy work.
