Phil Douglas CB

Biography

Phil Douglas is the Director General of Border Force at the Home Office. He is also the statutory Director of Border Revenue, reporting to ministers at HM Treasury.

Phil has held a variety of senior roles across the Home Office, including in national security, Border Force (where he was Regional Director for Heathrow Airport), enforcement and asylum policy.

Outside the Home Office, he has also worked at the Ministry of Justice, the European Commission, and at the former UK Representation to the European Union.

Phil started his civil service career as an immigration officer at Heathrow Airport.

Phil was appointed a Companion of the Order of the Bath in the 2025 Birthday Honours for services to border security and public service.

Border Force is responsible for securing the UK border and controlling migration at maritime ports and airports across the UK and overseas.
