This research was commissioned and conducted under the 2022 to 2024 Sunak Conservative government.

This evaluation aims to learn how the City Region Sustainable Transport Settlements (CRSTS) was developed, including what worked well and less well and what could be improved.

Case study 2 explores the design and delivery of the Transforming Cities Fund (TCF) evaluation. It identifies lessons for the evaluation of CRSTS and other local transport funds.

Case study 1 examines the funding allocation process for鈥CRSTS鈥痑nd the first round of this funding鈥痓etween 2021 and 2022.

The Department for Transport commissioned Steer to produce a series of process evaluation case studies.

罢丑别鈥CRSTS鈥痯rogramme is a consolidated fund from the Department for Transport for 8 of the largest city regions across England, outside of Greater London. The programme aims to simplify the funding landscape and make transformational change through public and sustainable transport infrastructure investments.
