离岸风力发电产业是英国的成功典范之一；英国完成安装的离岸风电机组发电量居全球之冠，且成本下降速度比所有人在10年前预期的还要快。离岸风电在英国每年发电量的占比，已从2010年的0.8%增為2017年6.2%，预料在2020年前会达到约10%。

本產業政策顯示政府和離岸風電產業之間的夥伴關係大幅深化，強化政府所提出的《產業策略(Industrial Strategy)》目標，進而打造適合英國的永續未來。本政策詳述英國如何推動離岸風力發電轉型，使其成為低成本、低碳、具彈性的電網系統所不可或缺的一部分，並提升英國供應鏈的生產力與競爭力。
