This independent thematic evaluation reviews the FCDO鈥檚 support for Weather and Climate Information 天美影院 (WISER) through the UK Met Office. It assesses WISER鈥檚 impacts on sustainably reducing the impacts of climate shocks and building resilience of vulnerable populations.

This evaluation improves the understanding of the relevance, impact and sustainability of UK-supported work to increase the access of weather and climate information services for the climate vulnerable.

It draws on lessons from the closed WISER regional programmes in Africa (WISER Africa1&2) and the WISER component of Asia (Asia Regional Resilience to Changing Climate ARRCC). It is informing ongoing WISER programmes being聽supported in the regional programmes:

  • Africa Region Climate and Nature, ARCAN
  • Climate Action for Resilient Asia, CARA
  • Pioneering a Holistic approach to Energy and Nature-based Options in Middle East and North Africa (MENA) for Long-term stability programme, PHENOMENAL

The learning evaluation assessed evidence on the relevance, coherence and sustainability of WISER interventions. It took a theory of change and case-study based approach involving review of 62 documents and 112 stakeholder interviews. It was conducted between January and November 2024.
