Prime Minister鈥檚 remarks at the UK-France Summit press conference today.

Good afternoon. It鈥檚 a real pleasure to be here with President Macron, a firm friend to me personally 鈥 and a firm ally to the United Kingdom.

We first met at the 脡lys茅e, I think about two years ago, before I came into office, when I was leader of the opposition.

And it was clear to me then 鈥 that we had a shared sense of the dangerous times we鈥檙e living through.

And of our responsibility to step up and to lead. We also share the fundamental belief that we serve our people better 鈥 create better jobs and opportunities.

Make our nations stronger, fairer and more secure if we work together.

And the State Visit has been a celebration聽of this relationship -

Our unique bonds of history and of culture.

And today, our task is to look forward.

To deliver a step change in this partnership鈥

To meet the challenges of this moment鈥

And get the results that people want to see.聽

Starting 鈥 first 鈥 with tackling illegal migration.

Now, this is a global crisis, and it鈥檚 a European crisis鈥.

But it is also 鈥 very acutely鈥

A crisis for our two nations 鈥

A crisis of law, security, humanity 鈥 and fairness.

We face a sprawling,聽multibillion pound enterprise鈥

Run by organised criminal gangs鈥

Leading hundreds of people to their death in the Channel.

So we are determined, together, to end this vile trade.

There is no silver bullet here.

But with a united effort鈥

New tactics 鈥

And a new level of intent 鈥

We can finally turn the tables.

So I鈥檓 pleased to announce our agreement today鈥

On a groundbreaking returns pilot.

For the very first time, migrants arriving via small boat鈥

Will be detained鈥

And returned to France 鈥

In short order. 聽

In exchange for every return,

A different individual will be allowed to come here鈥

Via a safe route, controlled and legal鈥

Subject to strict security checks鈥

And only open聽to those鈥

Who have not聽tried to enter the UK illegally.

This will show others trying to make the same journey鈥

That it will be in vain.

And the jobs they鈥檝e been promised in the UK

Will no longer exist 鈥撀

Because of the nationwide crackdown we鈥檙e delivering on illegal working 鈥

Which is on a completely unprecedented scale.

The President and I have agreed that this pilot will be implemented in coming weeks.

Now, I know some people will still ask 鈥

Why should we take anyone in?聽

So let me address that directly.聽

We accept genuine asylum seekers 鈥

Because it is right that we offer a haven to those in most dire need.聽

But there is also something else here鈥β

Something more practical.聽

Which is that we simply cannot solve a challenge like stopping the boats鈥

By acting alone and telling our allies that we won鈥檛 play ball.聽

That is why today鈥檚 agreement is so important鈥

Because we will solve this鈥

Like so many of our problems鈥

By working together.聽

Just look at the steps the French Government is planning鈥 聽

Subject to their ongoing Maritime review鈥

To allow their officers to intervene in shallow waters鈥

And prevent more boats from launching.

This is a big step.

I want to thank the President for driving it through.

So this is our plan, together:

Hard-headed, aggressive action on all fronts鈥

To break the gangs鈥 business model 鈥

Secure our borders鈥

And show that by attempting to reach the UK by small boat鈥

Will only end in failure, detention and return.

Second, we have also made real progress today on boosting jobs and growth鈥β

Building on our new agreement with the EU.

We鈥檙e ambitious for what we can do together鈥

As G7 economies鈥

Close trading partners鈥

And leaders in areas that will dominate in years to come.

Together our countries account for over half of European spending on research and technology.

So we鈥檝e gone further today鈥

Collaborating on satellite connectivity鈥

Bringing together our leading supercomputers 鈥 to seize the opportunities created by AI鈥

And bringing down barriers to trade and investment in strategic sectors.

Just this week we鈥檝e welcomed EDF鈥檚 major investment in Sizewell C 鈥撀

Which will create thousands of jobs,

Boost our energy security,

And protect billpayers for years to come.

Third, we have strengthened our work鈥

To stand together for European security, and in support of Ukraine 鈥撀

Because I鈥檓 clear 鈥撀

The security of the British people starts in Ukraine.聽

We have just co-chaired a meeting of the Coalition of the Willing 鈥

Including representatives from the United States 鈥 for the first time.

We announced plans for a new 鈥淢ultinational Force Ukraine.鈥

Headquartered in Paris 鈥

So that we鈥檙e ready to support a peace deal when it comes.

But while Putin turns his back on peace鈥

We are rallying more support for Ukraine right now鈥

To defend their people 鈥 and force Putin to the table.

Now, as Europe鈥檚 only nuclear powers鈥

And as leaders聽in NATO鈥

We play a vital role in preserving the peace and security on this continent.

So today we have updated the historic Lancaster House treaty 鈥

To protect our people, and our way of life.

This is a major modernisation.

We are overhauling the Combined Joint Expeditionary Force聽鈥

To make it five times larger鈥

50,000 troops strong鈥

Able to act across every domain.

But we鈥檙e going further.

This morning, we signed the Northwood Declaration. 聽
Confirming for the first time鈥

That we are coordinating our independent nuclear deterrents.

From today, our adversaries will know 鈥撀

That聽any extreme threat to this continent鈥

Would prompt a response from our two nations. 聽聽

There is no greater demonstration of the importance of this relationship.

And while we stand together for our collective defence鈥

We must also deliver a聽defence dividend for working people.

So we have agreed a deeper industrial partnership today鈥

To bring our defence industries closer than ever before.

We鈥檙e not just talking about stepping up鈥

On defence, jobs and growth 鈥

We鈥檙e delivering it.

Previous governments tried and failed to secure results like this.

We can achieve them now鈥

Because we have taken the time and care鈥

To do the real work鈥

The quiet, serious diplomacy鈥

To build proper relationships鈥

Which multiply our strength and the opportunities we enjoy.聽

So Emmanuel, thank you so much for being here.

We represent two fiercely proud and independent nations.

But by working together鈥β

We are delivering for our people鈥

And we are a force for good in a dangerous world.
