Summary of movements of goods into Northern Ireland from Great Britain 2024: commentary

Introduction
The UK and the EU previously agreed the Windsor Framework, which establishes a new UK internal trade scheme based on commercial data-sharing for the movement of goods.
All data reported within this release applies to periods before the Windsor Framework was fully implemented. As such, this release should not be used to draw conclusions regarding the full functioning of the Windsor Framework.
This release includes management information for the calendar years 2023 and 2024. It reports on the movements of goods into Northern Ireland (NI) from Great Britain (GB) and includes:
- the number of full declarations cleared by HM Revenue & Customs
- the number of businesses and the value of goods associated with these declarations
These are further split by declaration system:
- Trader Support Service (TSS)
- direct entry to Customs Declaration Service (CDS)
A breakdown of the top 5 commodities moved into NI from GB by value in 2024 enhances this further.
The declaring behaviour of businesses is not necessarily consistent over time and will vary for a variety of reasons and at any point within a given period.
For the period covered by this publication, customs declarations are not required for postal and parcel movements sent from GB to consumers in NI.

Table 1 shows the number of full declarations cleared by听HMRC听for movements of goods into NI from GB, 2023 to 2024:
- the total number of full declarations was 1,490,000 in 2024, increasing by 22,000 or 1.5% from 2023
Of the declarations in 2024:
- 1,330,000 declarations were routed through the听TSS听in 2024, increasing by 36,000 or 听2.8% from 2023
- 160,000 declarations were routed directly to听CDS听in 2024, decreasing by 14,000 or 8.0% from 2023

- the total number of businesses in 2024 was 11,400, increasing by 200 or 2.2% from 2023
Of the businesses in 2024:
- 10,400 businesses routed declarations through the听TSS听in 2024, increasing by 300 or 2.5% from 2023
- 1,900 businesses routed declarations directly to听CDS听in 2024, remaining unchanged from 2023

- the total value in 2024 was 拢17.2 billion, decreasing by 拢0.6 billion or 3.3% from 2023
Of this total value:
- 拢14.3 billion was routed through the听TSS听in 2024, this increased by 拢0.6 billion or 4.3% from 2023
- 拢2.9 billion was routed directly to听CDS听in 2024, this decreased by 拢1.2 billion or 29.2% from 2023

- Motor vehicles (excluding trains) was 拢2.9 billion in 2024, increasing by 拢0.4 billion or 15.3% from 2023
- Mineral fuels, oils and waxes was 拢2.4 billion in 2024, decreasing by 拢0.8 billion or 24.3% from 2023
