2. Economic statement
Wales house prices increased by 8.4% in the year to February 2021, down from 11.0% in January 2021. Wales house prices were growing slower than the UK annual rate of 8.6% in the year to February 2021. On a non-seasonally adjusted basis average house prices in Wales decreased by 0.7% between January and February 2021, with an increase of 1.7% during the same period a year earlier (January and February 2020). On a seasonally adjusted basis, average house prices in Wales decreased by 0.9% between January and February 2021.
Comparing the provisional volume estimate for December 2019 with the provisional estimate for December 2020, volume transactions increased by 14.8% in Wales. UK volume transactions increased by 18.3% over the same period.
In Wales, 21 out of 22 local authority areas showed an increase in average house prices in February 2021 when compared with February 2020. Blaenau Gwent showed the strongest growth, rising by 18.4% to 拢108,000 in the year to February 2021. In contrast, Flintshire showed the lowest annual change, with a decrease of 1.1% in the year to February 2021, with the average house price at 拢173,000.
Of all property types, terraced houses and flats and maisonettes showed the biggest annual growth, both rising by 8.9% in the year to February 2021, to 拢141,000 and 拢124,000 respectively. The lowest annual change of all property types was for semi-detached houses, with an increase of 7.4% in the year to February 2021 to 拢173,000.
As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month鈥檚 set of house price data.

In Wales, average prices increased by 8.4% in the year to February 2021, down from 11.0% in January 2021.

Low numbers of sales transactions in some local authorities can lead to volatility in the series.
While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.
Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In February 2021, the most expensive area to purchase a property was Monmouthshire, where the average cost was 拢303,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was 拢108,000.
